I am an ordinary member of the P&C Association at the state or non-state school where my child attends. There is no out of school hours care service provided by the Association. Do I need a blue card?

No. As a member of the school's P&C, if you have a child attending the school you do not require a blue card.

I am a member of a Parents and Citizens Association P&C at my child's school and volunteer in the out-of-school-hours care (OSHC) service operated by the P&C. Do I need a blue card?

Under the 'Education and care services and similar employment' category of regulated employment, an exemption exists for volunteer parents of a child who regularly attends the OSHC service.

This means that as a member of the school's P&C and/or a volunteer in the out-of-school-hours care service, if you have a child receiving these services, you do not require a blue card.

Please note, if your child does not receive education and care from the licensed care service or you are an executive officer you may require a blue card, unless an exemption applies.

I am an executive office holder with a P&C Association at my child's school which operates an out-of-school-hours care licensed under the Education and Care Services National Law (Queensland) Act 2011. Do I need a blue card?

Yes.

Where a P&C Association has a licence to operate a school-aged care service under the Education and Care Services National Law (Queensland) Act 2011, it falls under the 'Education and care services and similar employment' category of regulated business.

Under this category, each of its executive officers (whose principal place of residence is in Australia) must hold a current blue card.

An executive officer is any person who is concerned with, or takes part in, the management of the care service.

The exemption for parents who volunteer as executive officers does not extend to the 'Education and care services and similar employment' category of regulated business under the Act.  This means executive officers need a blue card even if they are the parent of a child who regularly receives education and care at the service.

You can apply for a blue card by submitting an 'Education and care/ child care business blue card application form (CCB)'.
