The blue card system

Diagram illustrating the blue card system - Past - Blue card screening, Present - Ongoing monitoring of blue card holders and applicants, Future - Child and youth risk management strategies

The blue card system:

  • is a key prevention and monitoring system of people working with children and young people
  • aims to minimise the risks of harm to children and young people receiving services which contribute to their wellbeing and development, and
  • is founded on the principle that all children have a fundamental right to be protected from harm.

Key benefits:

  • the past is risk managed though the initial assessment, which determines a person’s eligibility to work with children, based on known police or disciplinary information
  • the present is risk managed through police information of all blue card or exemption card holders, which is continuously monitored so any changes are actioned appropriately, and
  • the future is risk managed by service providers, who are required to implement child and youth risk management strategies and review them annually.

New legislation requirements for child care

The new Education and Care Services National Law (Queensland) Act 2011 is mandated from 1st January 2012. This legislation has impacted on blue card processes for child care business operators, volunteers and paid employees.

Changes have been made to the blue card website to reflect the requirements for child care, now categorised as 'Education and care services and similar employment' and 'Child care services and similar employment'. Please refer to the 'Information for... ' menu on the left side of this page for more information.

The Commission's Child Care forms have also changed to align with the new law. These forms are available on the forms page.

To minimise any delays to the processing of applications, the most current version of the application form must be completed and lodged with the Commission. Delays to processing may also occur if the application form is incomplete or if details are not legible.

If you have any questions about the new forms or how to complete application forms, please call the Blue Card Contact Centre on 1800 113 611 (free call) or 3211 6999.

For more information about the Education and Care Services National Law (Queensland) Act 2011, please contact your employer or the Department of Education and Training (DET) on 1800 637 711.
