Church, club, association or similar entity

I am voluntarily billeting a student through a church, club, association or similar entity. Do I require a blue card?

Yes , unless exempt, if you provide accommodation for a child you need a blue card.

You do not need a blue card if:

  • you are a relative of the child who is being accommodated;
  • the work is carried out for a 'government service provider' whose business includes arranging a child accommodation service; or
  • the employment is organized by a school or a 'recognised body' and is for 10 days or less and provided on no more than two occasions per year.

To apply for a blue card you must submit a Volunteer Employment (V) Application Form. There is no application fee for volunteers.

You must hold a blue card before billeting a child.

Note

Any adult who is a permanent resident in a home where a child accommodation service (including billeting) is provided must also apply for a blue card. All adults must complete a Volunteer (V) Application Form, as they are considered to be care providers as part of the billeting arrangement with the church, club, association or similar entity.

All permanent adult residents of the home must hold the blue card before billeting a child, regardless of how often they billet children and young people.
