How to apply

Certain people are disqualified from applying for a blue card. A person is disqualified if they:

  • have been convicted of a disqualifying offence (including a child-related sex or pornography offence, or murder of a child), or
  • are a reportable offender with current reporting obligations under the Child Protection (Offender Reporting) Act 2004, or
  • are subject to a child protection offender prohibition order, or
  • are subject to a disqualification order prohibiting them from applying for or holding a blue card.

A disqualified person may apply to the Commission for an ‘eligibility declaration’ and in very limited and defined circumstances may be declared eligible to apply for a blue card.

How to apply

To apply for a blue card you need to lodge an application form with the Commission. To locate the relevant application form click here.

We recommend you read the relevant ‘How To Apply’ information sheet that is located under the relevant application form as you scroll down the forms page. These information sheets contain detailed information to assist you in completing the appropriate form.

Paid Employees and Volunteers

The employer, volunteer organisation or education provider is responsible for applying to the Commission for the Working with Children Check for paid employees, volunteers and trainee students.

An authorised representative from the employer/volunteer organisation/education provider must also sight the applicant’s identification documents specified on the application form.

However, a prescribed person, i.e. a Justice of the Peace, a Commissioner for declarations, a Lawyer or a Police officer, may sight the documents, but only if:

  • the applicant’s usual residence is more than 50km from the business address or the place used by
  • the education provider for conducting courses, or
  • the applicant has a disability that affects his or her mobility.

Every person signing a blue card application form is required to declare that they are not a ‘disqualified person ’.

Employers and Education providers are also required to provide all staff (paid, voluntary and students) with a warning that it is an offence for a ‘disqualified person’ to sign a blue card application form. For example, “I am legally obliged to warn you that it is an offence for a disqualified person to sign a blue card application form.”

Businesses

People carrying on regulated businesses are responsible for applying to the Commission for their own Working with Children Check. A prescribed person must confirm that they have sighted the original documents proving the applicant’s identity by signing the declaration on the application form.
