Regulated business

Health, counselling and support services

A person carrying on a business needs a blue card if:

  • the usual activities of the business include a person, other than a "registered health practitioner" , providing or likely to provide any of the following services to children:
    • Health services which require physical contact with a child, or are provided to a child while no one else is physically present
    • Counselling services to a child while no one else is physically present or where the person providing the service is not physically present with the child, e.g. over the telephone or internet
    • Support services to a child while no-one else is physically present or where the person providing the service is not physically present with the child, e.g. over the telephone or internet

The business is not a regulated business if it is:
