Child accommodation services including home stays

Volunteers

All volunteers need a blue card if a usual function of their employment includes, or is likely to include:

• a "child accommodation service"; or
• if they are an adult "residing" in a home in which a "child accommodation service" is being provided.

Volunteers do not need a blue card under this category if:

• the "child accommodation service" is being provided to a relative of the home stay provider;
• the work is carried out for a "government service provider" that carries on a business which includes arranging a "child accommodation service"; or
• the employment is organised by a school or a "recognised body" and is for 10 days or less and provided on no more than two occasions per year.
• a child under 18 years of age volunteering (except “trainee students” undertaking a course of study with an “education provider”)

Paid employees

Paid employees need a blue card if, over the course of 12 months, a usual function of their employment includes, or is likely to include providing a "child accommodation service"

for at least:

• eight consecutive days, or
• once a week, each week, over four weeks, or
• once a fortnight, each fortnight, over eight weeks, or
• once a month, each month over six months.

Paid employees do not need a blue card under this category if:

• the "child accommodation service" is provided to a relative of the homestay provider; or
• the work is carried out in their capacity as an employee of a "government service provider" that carries on a business which includes arranging a "child accommodation service".
