Systemic Advocacy

The Commission’s systemic advocacy activities include:

  • Sharing evidence based advice that informs policy development and improves service delivery
  • Promoting laws, policies and practices that uphold the rights, interests and wellbeing of children and young people
  • Conducting research into matters affecting the safety and wellbeing of children and young people, and
  • Monitoring, auditing and reviewing systems, policies and practices relating to services provided to children and young people in the child protection or youth justice services.

By promoting and sharing evidence about trends and issues, the Commission is able to build government and community capacity to make positive changes for all children and young people.

The Commission assists policy makers, program developers and service providers so that they can better understand and act on trends and issues affecting children and young people. One of the ways that we do this is through making policy submissions.

The Commission has legislative powers under Chapter 3 and 4 of its Act to investigate and review serious or systemic issues arising in the child protection and youth justice systems.

In undertaking these reviews, the Commissioner may recommend improvements be undertaken by service providers.

Through its Child Guardian function, the Commission externally monitors the Queensland child protection system. In October 2011, the Commission released two significant reports and completed two Child Death Review projects, including the Child Guardian Report: Child Protection System 2009-10, the Child Guardian Report: Consultation report youth Justice System, the Keeping Country Kids Safe Project and the Reducing Youth Suicide in Queensland Project.

Genuine researchers and policy makers can request data from the Child Guardian’s unique evidence base which includes the Queensland Child Death Register and systemic information about children and young people in the child protection and youth justice systems. This data is supplied to support stakeholder advocacy and research.

Between April and June 2011, 14 requests were made for data from the Commission Child Death Review Team.
